Municipal Revenue Administration Certificate (MRAC)

The Georgia Municipal Association (GMA) Municipal Revenue Administration Certificate (MRAC) Program includes five classes to enlighten municipal employees and municipal officials on the different revenue sources and applicable laws in the administration and collection process. Program objectives include: Increasing the knowledge of all major components in property tax collection;  Increasing the knowledge of the different taxes and revenue sources; To equip local governments with the tools and resources needed in the administration of the various revenue sources; To increase professionalism through the empowerment of knowledge and skills; To develop skills necessary for maintaining high standards of professionalism to those we serve. Cost is $125 per class and includes resources and lunch. Please note: There is a $50 administrative fee for all cancellations or changes.


Municipal Revenue Administration Certificate Classes include:
Nov 29 - Ad Valorem Tax 101
Nov 30 - Delinquent Tax Collections
Dec 06 - Governmental Fund Revenue
Dec 13 -  Occupation Tax/Regulatory Fee & Alcohol License & Excise Tax
Dec 20 - Customer Service and Internal Controls

**These classes are NOT part of the elected officials training program.  While elected officials are welcome to attend, they will not receive training hours for the Harold Holtz Elected Officials Training Program.

Class hours can be used as continuing education hours for those who have reached the 100 hours of clerks certification through the Georgia Clerks Education Institute program.

Description
This course examines tax classifications and codes reported on the tax digest including exemptions; the digest approval process; property assessments; appeals; setting the millage rate; taxpayer bill of rights; completing the PT 32.1 and five year history.  The course also reviews state law on property tax and special classes of property such as timber, mobile homes, motor vehicles, recording intangibles and real estate transfer tax.  Distribution of public utility tax, sales tax, E-911 prepaid wireless fees, alternate ad valorem tax (IRP) and TAVT will also be reviewed.

Description
The course outlines the process in the collection of delinquent real and personal property taxes and the process for issuing fi fa's, tax liens and executing a legal tax sale and the redemption of property.  The handling of bankruptcy notices will be reviewed. This is class #2 of the 5 classes required for the Municipal Revenue Administration Certificate (MRAC) Program.

Description
Course will provide an overview of laws which allow the imposition of taxes and fees such as hotel motel tax, insurance premium tax, franchise fees, excise tax on rental vehicles, grants, fines and other revenue.  Participants will learn how to create a revenue manual for their city. This is class #3 of the 5 classes required for the Municipal Revenue Administration Certificate (MRAC) Program.

Description
Overview of Georgia law and methods allowed for occupation taxes.  Review of state issued alcohol license and laws that govern alcohol sales in Georgia and the licensing of package, consumption on premises, breweries and distillaries. This is class #4 of the 5 classes required for the Municipal Revenue Administration Certificate (MRAC) Program.

Description
This course focuses on providing local government “service” and meeting customer expectations through professionalism, best practices, technology and other resources. Participants will learn about tools, solutions and current trends for problem solving.  The course will also visit the area of internal control and how cities can address vulnerabilities in the workplace. This is the final class required for the Municipal Revenue Administration Certificate (MRAC) Program.
